Run 400 meters
75 pound Sumo deadlift high-pull, 21 reps
75 pound Thruster, 21 reps

is a great candidate for a partioning scheme.

The following will yield a time under 30:00

Run 400 M: 1:50
Transition: 0:10
6 SDHP: 0:30
5 SDHP: 0:30
5 SDHP: 0:30
5 SDHP: 0:30
6 Thruster: 0:30
5 Thruster: 0:30
5 Thruster: 0:30
5 Thruster: 0:30

Repeat 5x for a time of 30:00

Actually getting the last 5 thrusters in 10 seconds will yield 29: 40

How is it partitioned if there's no rest between sets?

If you can finish 6 thrusters in 6 seconds you have 24 seconds to rest. If you can do it in 12 you have 18 seconds to rest.
